The mechanism

The chart is a grid of prices. Across the bottom is project complexity, low to high; up the side is how many people sign off, from one to three up to ten or more. Reading up any column, the price climbs sharply as the number of sign-offs grows, so the same low-complexity work jumps from $25K with a few stakeholders to $50K with many. A note explains that ten stakeholders mean ten review rounds, ten opinions, and ten approvals, even when the actual work never changed. What you build matters less to the price than how many people have to agree you built it.
