The mechanism

The chart is a two-column table. The red left column shows the vague scope language most agencies use today, like 'ongoing support as needed.' The green right column shows bounded versions with a set amount, what falls outside it, and what happens when you go over. A callout says every bounded scope needs three things: a band, what's outside it, and how overages are handled. Don't describe the work - put a fence around it, or every loose word becomes a future argument.
